Parents, guardians, and legal custodians (“parents”) who are being offered, or are signing, Voluntary Placement Agreements will now have the opportunity to receive legal advice and consultation prior to making the important decision to agree or not agree to removal of their child.  The VPA Attorney Hotline will be launched on January 1, 2024, and will provide the opportunity for parents to receive advice and consultation from an attorney when a VPA is proposed by DCYF. 

      • How does a parent get ahold of the VPA Hotline?  The telephone number is (833) 240-9746.
      • When is the VPA Hotline available?  The VPA Hotline is available 24 hours a day, 7 days a week. 
      • Who can contact the VPA hotline?  Any parent, guardian, or legal custodian may contact the VPA attorney hotline when the Department proposes a VPA and there is no pending dependency case.  If the parent is already represented in a pending dependency case, that parent should contact their assigned attorney. 
      • How will a parent be notified of the VPA Hotline?  The Department has indicated it will provide verbal notification of the hotline to parents when a VPA is offered.  OPD is also providing written materials to the Department to be provided to parents when a VPA is being proposed.  However, there are other ways parents can be notified of the VPA hotline too!  Please spread the word that the VPA Hotline will be available as of January 1, and please provide the telephone number to any parent you believe may be facing a Voluntary Placement Agreement when there is no pending dependency.
      • What if my parent client was not notified of the VPA Hotline?  After January 1, if you have a new dependency case where your parent client (1) was offered a VPA or (2) signed a VPA, please ask whether the parent client was notified by the Department of the VPA Hotline and/or given the opportunity to call the VPA Hotline.  If the Department did not notify your parent client of the VPA Hotline, and you are able to provide OPD with information about your case, we would greatly appreciate it – we want to collect information on any instances when the Department failed to properly notify parents of the VPA Hotline prior to requesting a VPA.
